苫小牧港（とまこまいこう）は、北海道苫小牧市から勇払郡厚真町にかけてある港湾。港湾法上の「国際拠点港湾」、港則法上の「特定港」であり、日本国内に8ヵ所ある「中核国際港湾」の1つに指定されている。港湾管理者（ポート・オーソリティ）は、北海道と苫小牧市によって設立した特別地方公共団体（一部事務組合）「苫小牧港管理組合」である[9]。
概要

苫小牧港は、1963年（昭和38年）に開港した世界初の内陸掘込式港湾である西港区と、1980年（昭和55年）に開港した「苫小牧東部開発計画」による東港区からなる港であり、新千歳空港まで車で約30分、札幌市までトラックや鉄道による移動の1時間圏内に位置しており[10]、高速道路などの交通網によって北海道全域をカバーしている[10]。

北海道内の港湾取扱貨物量の約50 %を占めているほか（平成25年）[11]、全国でも第4位の港湾取扱貨物量になっている（令和3年）[12]。また、内航取扱貨物量において全国第1位の取扱量になっているなど[13]、北日本で最大の国際貿易港になっている[14]。

「苫小牧港大規模掘込港湾施設」として「土木学会選奨土木遺産」に選定されている[15]。
